Strategic Communications

SCOPE's Strategic Communications Department will formally launch in 2008. The department will focus on shifting public consciousness toward support for progressive public policies through values-based framing and message development, and communication vehicles such as direct mail, mass and alternative media, and internet-based technologies. Our first major initiative is comprehensive tax and fiscal policy reform.

Disinvestment since the passage of Prop 13 in 1978 - which requires a 2/3 vote by the state legislature to raise new revenue - exacerbates conditions in communities plagued by poverty and disinvestment. Responsible tax and fiscal reform would raise economic equity for low income communities. The thriving public schools, quality health care and social services that California was once revered for were a direct consequence of a healthy tax base. Strategic Communications is critical to our ability to reach, consistently engage and move the values, attitudes, and opinions of large segments of key constituencies. And moving people's consciousness is necessary to winning systemic change.
